on "those aspects of the Government Report which affect

We, the members of the Sub-Committee, have met at

irregular intervals before, during, and since the summer

vacation, and individually we have given more or less

continuous consideration to our tasks. The opinions we

have formed, the conclusions we have reached, and the

recommendations we offer, are contained in the paragraphs

which follow. In all that is here placed on record we

are unanimous.

General Character of the Government Report.

From their Terms of Reference, and from their Report

itself, it is apparent that the Government Committee had

as their central problem the technical and industrial

education of the wholly or semi-illiterate artisan class.

Confirmation of this is found in the principal recommend-

ation made, viz., the immediate establishment by the

Government of a Technical School. The Education Depart-

ment acted promptly on this suggestion, and made arrange-

ments for the atarting of a vernacular Junior Techniaal

School, on a tentative and experimental basis, in the

old Victoria British School, Wanchai.

At this date however (27th Sept., 1932), no start

has been made, no head-master has been appointed, and so

far as we can gather the prospects of further progress

are very uncertain.

It seems self-evident, however, that vernacular

industrial education lies entirely outside the province
